Deboves Charged With Involuntary Manslaughter

Cheryl Ann Deboves, a Nevada woman with a history of drug offenses and ties to Hunter Biden, was charged with involuntary manslaughter earlier this year in connection with the death of another inmate at the Mesquite City Jail. Court records from Clark County show that Deboves was arraigned in April and later pleaded guilty to a charge of possessing controlled substances while in custody. Her sentence was set at 12 to 30 months in prison.

According to the victim’s family and statements shared with media outlets, Deboves allegedly smuggled heroin into jail, which led to the death of 45-year-old Barbara Howell. Howell, a mother of three, reportedly overdosed while in custody. Her mother, Anita Eibert, has spoken out publicly, seeking accountability and justice for her daughter. Eibert described Howell as a formerly high-achieving student and cheerleader who had struggled with drug addiction but had expressed a desire to turn her life around.

Court proceedings did not indicate that Deboves intentionally caused Howell’s death, which is why she was ultimately convicted on a possession charge rather than involuntary manslaughter. Still, Howell’s family believes that the jail and others involved in the case should bear responsibility for the outcome.

Deboves has also been known publicly for her past involvement with Hunter Biden, the son of President Joe Biden. She appeared in several files and messages retrieved from a laptop believed to belong to Hunter Biden, which has been at the center of political controversy for several years. The files include messages and videos that depict drug use and personal interactions between Deboves and Hunter Biden, including exchanges where she appeared to help procure drugs or expressed concern about her safety in the presence of drug dealers.

One text message from Deboves to Biden in 2018 reportedly stated, “Can you please help me? Like he scares me a lot. I hate it when men threaten women.” There is no public record of a response from Biden to that message, though communication between the two continued intermittently. Biden, in his 2021 memoir, described his past addiction struggles and said he found stability after marrying a woman from South Africa.

The case involving Deboves has also drawn attention due to her receiving government relief funds during the pandemic. Reports from 2022 showed that she was granted a coronavirus relief payment for a business categorized under “independent performers.” Critics pointed to this case as an example of how COVID-era relief programs were vulnerable to fraud and abuse.

In addition to the legal case involving Deboves, several people who were connected in some way to Hunter Biden’s past business dealings have also faced criminal charges. Ye Jianming, a Chinese businessman linked to Biden in emails and texts, reportedly disappeared in China after facing accusations of corruption. Ho “Patrick” Chi Ping, another associate, was convicted in the U.S. for violating foreign corruption laws. Jason Galanis and Devon Archer were also sentenced for unrelated fraud charges involving Native American investments. Archer, who testified before Congress last year, claimed that Joe Biden would occasionally speak with Hunter’s business contacts, though he said he was not aware of any business transactions taking place as a result.

While none of these cases have resulted in charges against Hunter Biden for these specific dealings, they remain the subject of ongoing political debate. Deboves, meanwhile, remains in the Nevada prison system following her guilty plea, and the family of Barbara Howell continues to seek further answers about the events that led to her death.
