A new report shows the Biden administration treated concerned parents like domestic terrorists. Attorney General Merrick Garland issued a memo in October 2021 to target school board protesters. The Justice Department opened 25 preliminary files on these families. Not a single person from those files was ever prosecuted.

According to Fox News, the memo instructed the FBI to find a federal basis for prosecuting parents exercising free speech rights. This was not a minor administrative error. It was a coordinated effort to silence voices at local meetings.

Internal Alarm and Empty Files

Officials inside the Justice Department and FBI raised alarms immediately. They worried the move violated the First Amendment and lacked a federal basis. RedState noted that the White House called the matter “fairly urgent” and pushed hard for involvement.

The National School Boards Association even asked the government to treat the parents’ behavior as equivalent to a form of domestic terrorism. Six of the assessments were run by the FBI’s Counterterrorism Division, as reported by The Federalist. Another 17 files involved the Criminal Investigations Division.

Despite the internal pushback, Garland refused to rescind the memo. The Trump DOJ’s Weaponization Working Group later released emails showing the plan was to chill free speech. One official remarked that they could just as easily call the Anti-MAGA Task Force by that name.
